重庆大学教育部深空探测联合研究中心

教育部深空探测联合研究中心(以下简称“联合研究中心”)是教育部依托大学建设的组织、协调高校开展深空探测领域相关科学研究及工程研发的实体机构。正式成立于2009年11月5日,2012年以前依托湖南大学建设;2013年提升重组,通过重组分中心、增加理事会和学术委员会成员、召开提升重组会议等,教育部于2013年7月31日正式行文,依托建设单位由湖南大学变更为重庆大学。目前,联合研究中心依托重庆大学建设,参与建设的单位有北京大学、清华大学、北京航空航天大学、南京大学等28所重点高校和中国航天五院、八院等13家优势企业。主任是钟志华院士(2009年教育部任命),日常副主任是谢更新教授。

  Center of Space Exploration, Ministry of Education(hereafter referred to as the Center) is the entity established by the Ministry of Education with the backing of university for organizing  and coordinating the scientific research and engineering research and development in the related fields of deep space detection among universities. It was officially set up on November 5th, 2009, and relied on Hunan University; then it was reorganized in 2013, and after recombining its branch centers,  increasing members of its council and academic council and holding the meeting of restructuring, the Ministry of Education addressed official documents on July 31th, 2013, changing the supporting institution from Hunan University to Chongqing University. At present, the Center is supported by Chongqing University and has 41 participating institutions, of which are 28 key universities, such as Beijing University, Tsinghua University, Beijing University of Aeronautics and Astronautics, Nanjing University and so on, 13 superior enterprises, such as the Fifth and Eighth Institute of CASC and others. The director of the Center is Academician Zhong Zhihua and Professor Xie Gengxin is the vice-director responsible for the daily work.

 

  联合研究中心实行理事会领导下的主任责任制:理事会是最高决策机构,设理事长、副理事长和理事若干名,全面指导联合研究中心的建设与发展;下设综合管理部(北京、重庆)、总体技术部(北京)和11个专业分中心;另设学术与技术核心咨询与指导机构——学术委员会。主任根据理事会的决策与决定领导综合管理部、总体技术部和11个专业分中心开展工作。日常副主任协助主任。

   The Center applies the director responsible system under the leadership of the council: the council is the highest decision-making body with Chairmen, Vice-Chairmen and several members of the council, giving overall guidance on the construction and development of the Center; under it there are Comprehensive Management Department (Beijing, Chongqing) , General Technical Department(Beijing) and 11 professional branches; and it also has the Academic Committee --- the consulting and guidance body of academic and technical core. Depending on the policies and decisions made by the council, the director lead the Comprehensive Management Department , General Technical Department and 11 professional branches to carry out the work with the assistance of the vice-director.


  联合研究中心成立的宗旨:整合高校资源,积极为科技部、国家国防科技工业局、总装备部等部门和中国航天科技集团公司等企业服务,推动探月等我国深空探测事业又好又快发展。通过坚持不懈地努力,将联合研究中心建设成跨校、跨学科资源整合和科技创新平台,成为高校为我国探月等深空探测工程服务的窗口,成为国际先进、国内一流的深空探测技术研发中心。

  The purpose of the Center: integrating the resources of the universities to serve the departments and enterprises, such as the Ministry of Science and Technology, State Administration for Science, Technology and Industry for National Defense (SASTIND), General Armament Department and China Aerospace Science and Technology Corporation, so as to push forward the cause of deep space detection to develop soundly and rapidly. Building the Center into the platform for the resource integration among the universities and subjects as well as the scientific and technological innovation, the window for universities to serve the projects of deep space detection in our country, such as moon exploration, the research center with the deep space detection technologies of leading position at home and abroad.

 

   联合研究中心的主要任务:探索面向国家深空探测工程的高校科研组织管理模式;跟踪国际深空探测活动进展和技术发展动态;为我国的深空探测活动提供决策支持和咨询服务;整合高校资源,承担深空探测技术和工程研发任务;开展深空探测技术国际合作,促进深空探测技术交流;加强深空探测相关的学科建设;为我国深空探测事业培养各级各类人才;开展深空探测领域的科普工作。

   The main tasks of the Center: looking for the research organizational management mode of universities facing the needs of the nation; following the latest trends of the international deep space exploration activities and technological development; integrating the resources of universities and undertaking the research and development of technologies and projects of deep space detection; carrying out international cooperation and promoting exchanges of deep space detection technologies; strengthening subject construction relevant to deep space detection; cultivating all kinds of talents for our country’ deep space exploration; and launching the popularization of science in the fields of deep space exploration.
